If you are looking to use CMD from within the actual windows installation then no, not without logging in. It sits in a protected part of the system so without credentials you wont get access. Microsoft Windows is the creator of the Operating System. So using their installation disc is definitely not 3rd party. I said use the installation disc, not make a boot disc.
